What Is Early Intervention Program (EIP)?

• Public and Statewide program for infants and toddlers with special needs ages birth to 3 years old.

• Funded and regulated by the NYS Department of Health, and in NYC Department of Health and Mental Hygiene.

• All services authorized by Department of Health are provided at no cost to families

• EI services are provided at home, day care, or other community settings.

Who is Eligible to Receive EI Services?

• Children Birth to 3 years old who have been diagnosed with physical or mental conditions that lead to developmental delays (such as Down Syndrome, Cerebral Palsy, autism, etc) which are eligible for EIP.

• Children are suspected of having a developmental delay or disability.

How to Start the EI Program?

If you as a parent have concerns about your child then you can call theto NYC Department Of Health and Mental Hygiene, EIP at 311 to refer your child.

What if Child is Eligible?

If your child is considered eligible for services by one of the NYCEIP approved evaluation sites, you as a parent, NYC DOH Early Intervention Official Designee, and other team members will make the Individualized Family Service Plan (IFSP) to help your child and your family to reach her/his potential.

What if Child is Not Eligible?

If your child is at risk of developing a delay, or has evaluated and found not eligible for EI, the family may enroll in the Early Intervention Developmental Monitoring Program at no cost.
